-- Marina Bay Sands Pte. Ltd., a Singapore-based subsidiary

of Las Vegas Sands Corp. (LVSC), recently closed a refinancing

of its senior secured credit facilities.

-- We are assigning our 'BB+' corporate credit rating to

Marina Bay Sands and our 'BBB' issue and '1' recovery ratings to

Marina Bay Sands' new Singapore dollar (S$) 5.1 billion credit

facilities.

-- The positive outlook reflects our view that a higher

rating on LVSC is possible over the next several quarters, based

on our current performance expectations across its global

portfolio of properties.

NEW YORK (Standard & Poor's) June 28, 2012--Standard &

Poor's Ratings Services said today that it assigned its 'BB+'

corporate credit rating to Singapore-based Marina Bay Sands Pte.

Ltd. (MBS), a subsidiary of Las Vegas Sands Corp. (LVSC;

BB+/Positive/--). The outlook is positive.

We also assigned MBS' S$5.1 billion credit facilities our

'BBB' issue-level rating (two notches higher than our corporate

credit rating) and a recovery rating of '1', indicating our

expectation for very high (90% to 100%) recovery for lenders in

the event of a default.

The credit facilities are composed of a S$500 million

revolving credit facility due Dec. 25, 2017 and a S$4.6 billion

term loan due June 25, 2018. MBS will use proceeds from its new

facilities to refinance existing debt, pay fees, expenses and

accrued interest, and for general corporate purposes.

All other existing ratings for the Las Vegas Sands Corp.

family of companies remain unchanged.

"Our corporate credit rating on MBS reflects the overall

credit quality of the LVSC family of companies and is aligned

with our 'BB+' corporate credit rating on LVSC," said Standard &

Poor's credit analyst Melissa Long.

"Despite the distinct financing structures at LVSC's U.S.,

Macau, and Singapore subsidiaries, we consider the consolidated

entity when assessing LVSC's credit quality."

We deem the strategic relationship between the parent and

each subsidiary as an important factor that has a bearing on the

credit quality of the overall consolidated entity. We consider

MBS to be a core subsidiary of LVSC as we believe that the

company is integral to LVSC's current identity and future

strategy.

MBS is wholly owned through various entities of LVSC and

shares a similar brand with other group entities. Additionally,

MBS represented close to half of LVSC's consolidated property

level EBITDA for the 12 months ended March 31, 2012, which in

our view is significant.

Thus, despite credit measures on a standalone basis that

might otherwise be supportive of a higher rating, we are

assigning MBS a corporate credit rating at the same level as our

corporate credit rating on LVSC.

The positive outlook reflects our view that a higher rating

is possible over the next several quarters, based on our current

performance expectations. To raise the rating to 'BBB-', we

would expect leverage to be generally closer to 3x, though we

would be comfortable with it temporarily spiking to the high-3x

area to fund development projects.

In the event of a strong ramp-up of Sands Cotai Central, we

believe an upgrade to 'BBB-' is possible, as we would expect

leverage to improve to below 2.5x by early 2013. An

investment-grade rating on Las Vegas Sands, however, would also

require management to publicly articulate a financial policy

around its tolerance for leverage that is aligned with our

leverage threshold at a 'BBB-' rating.

In addition, while we are unclear when the aforementioned

lawsuits and investigations would be resolved and what effect,

if any, a potential judgment would have on credit quality, these

issues may weigh on upgrade potential until we have further

clarity.

A revision of the rating outlook to stable or a downgrade

could result from performance meaningfully below our

expectations, or from the company taking a more aggressive

posture toward additional development opportunities, resulting

in a sustained spike in leverage to above 4x.

S.Korea, Japan to sign first military pact: report

S.Korea: South Korea will soon sign a military agreement with Japan for the first time since Tokyo's brutal colonial rule ended in 1945, a report said Wednesday.

The pact -- named the General Security of Military Information Agreement (GSOMIA) -- calls for the two countries to exchange intelligence about North Korea and its nuclear and missile programmes, Yonhap news agency said.

It cited a government source for its information. A foreign ministry spokesman declined to comment.

Citing lingering anti-Japan hostility, South Korea last month suspended the signing of the agreement and of another military accord on sharing logistics excluding weapons and cooperating in peacekeeping operations abroad.

Seoul has decided to go ahead with the intelligence agreement while shelving the more sensitive logistics accord, which could allow Japan's troops to enter the South's territory in times of crisis, the report said.

"The two governments will officially sign the deal as early as this week, or sometime next week at the latest," the source told Yonhap, adding that Seoul's cabinet approved the move Tuesday.

"Japan has a lot of intelligence on North Korea and the GSOMIA with Japan will benefit us a lot."

The South had postponed discussion on the intelligence-sharing deal given its territorial dispute with Japan, the source said. The two countries are in contention over ownership of rocky islets in the Sea of Japan (East Sea).

But North Korea's long-range missile launch in April highlighted the need to swap information, Yonhap quoted an unidentified Seoul official as saying.
Many older people in South Korea still have bitter memories of Japan's 1910-45 colonial rule.

Tokyo has rejected Seoul's proposal for talks on compensation for Korean women used by Japan as military sex slaves during World War II.

Book Interview Diakadi-Style ? Nate Miyaki: Fitness Author & Fat ...

My friends from Diakadi Training Studio recently interviewed me about my new book.? Getting into my head is always an interesting adventure.? I think Leonardo DiCaprio and the Inception crew planted some bad seeds up in there that I just can?t get out.? Oh well, at least its more entertaining than a robotic voice telling you to eat more vegetables (which you absolutely should by the way). Hope you enjoy:

Where my left hand is is our business

Nate?s mission in writing The Fat Loss Consultant was to bring you the facts about nutrition and make it easy and most importantly sustainable even with our hectic lives. We decided to interview him about his new book and what makes it so different and easy to follow compared to other nutrition program or diets. He let us in on a few life secrets, as well as why his system works.

1. What motivated you to write your most recent book, The Fat Loss Consultant?

I?m getting old, and the stripper industry is pushing me out the door.? Just kidding (or am I?)

One of the main problems in the fitness industry is that most of the nutrition information out there is written WITHOUT keeping the specific demands and obstacles of the busy professional in mind.? Does any of this sound familiar ? eat 6 small meals a day, cut calories and starve on salads at night, never eat out at restaurants, etc.?

I?ve been in this business long enough to know that approach may work for a tiny percentage of hardcore athletes ? or just plain gym rats and diva?s ? who, not-so-coincidentally, are the ones writing most of what you read in the magazines.? But c?mon man, it?s not a realistic plan for a busy professional with a hectic schedule and crazy career demands.

This is why we have so many diet programs on the market producing so few results.

The Fat Loss Consultant was designed to help solve this problem.? It is a system that combines convenient, flexible, and sustainable diet plans with real world practical application strategies to help busy professionals lose fat, improve health, and overcome their most common dieting roadblocks.

2. Who should purchase this system?

With late night deadlines, long business trips, and corporate pressure, does your health profile look like a corpse-in-waiting?? Has your six-pack turned into a keg?? Has that daily muffin turned into a permanent muffin top hanging over your bikini bottoms?? Maybe you should give us a chance to change your broken down corporate body into a head-turning beach physique?

Honestly, I believe this system is for anyone tired of ?quick fix? approaches, and is looking for a more functional lifestyle plan.? Any diet can work for the short-term when motivation is high ? say for the upcoming beach season or for a professional photo shoot geared towards fooling people on your e-dating site profiles.

But what happens after that 12-weeks, or 90 days, or whatever?? Athletes and average dieters alike will yo-yo between extremes.? You need a more informed approach, based on both scientific research and real world practical experience, to achieve permanent, sustainable results.

In other words, this book is for anyone who is looking to stop getting scammed or sold on magic pills/miracle products, and start getting educated on better lifestyle habits.

3. What is your ?hands-down / most effective? piece of nutritional advice that you stand by and share with others?

Feast at night!? Yep, you heard that right. The most functional, sustainable, and enjoyable diet plans are the ones in which the majority of calories and carbs are eaten at night.

This goes against everything you?ve probably ever heard regarding an optimum fat loss protocol.? But guess what?? If everything you heard about in the Health & Fitness industry actually worked, there would be a lot more people walking around in shape.

Regarding this topic, I can tell you without a doubt that going AGAINST mainstream advice works well for losing fat, retaining lean muscle mass, and dramatically improving dietary adherence, for a variety of reasons:

A. Evolutionary Theory: We evolved on a fasting/feeding cycle.? We are meant to eat lighter during the day while ?hunting? (whether for food in the wild or business deals in the boardroom makes no difference), and eat the majority of our calories at night in order to refuel, recover, and prepare for the next day. Trying to cut calories at night goes completely against our evolutionary instincts, natural desires, business schedules, and social patterns.

B. Real World Psychology: Our brains work on a sacrifice/reward pattern.? Most people find it relatively easy to cut calories and make better food choices during the day, as long as they know they can eat a larger meal at night, and get to end the day satiated and satisfied (at least in the kitchen, the bedroom is your own responsibility).? This is way more effective than large lunches that lead to rebound hypoglycemia and energy crashes, and tiny dinners that lead to starvation-induced, junk food binges.

C. Physiology: Too boring and too much to get into here (that?s why I wrote the book).? But in short, this structure controls insulin/blood sugar levels and maximizes fat burning hormones and cellular factors during the day, while simultaneously improving nutrient partitioning and maximizing muscle building hormones and cellular factors at night.? The result?? More efficient fat loss with better retention, or even gains, in lean muscle mass.? In non-chalkboard terminology ? get your bikini or board shorts or European man-thong ready!

D. Scientific Research: For doubters who think I?m a quack, or nerds who demand proof, I?ve included links to various research studies in the book.? But here are a few to wet your weird appetite:

You can cling to fitness nutrition dogma and keep slaving away at a plan that produces mediocre results for you at best, or is so miserable you only ?diet? and get in shape once every 4 years, or you can give something else a try ? something that works more efficiently and can be maintained indefinitely.

4. How do you motivate individuals that know what to do and educate themselves when it comes to eating right but lack the mindset to place it all in action?

For ladies, I tell them to quit ?whining like a girl?.? That usually makes them mad enough at me to take some action and prove me wrong.? For guys, I tell them to quit being such a P-word (another way to call a cat a kitty).? Yes, private sessions with your ol? pal Nate Miyaki are not politically correct or PG13.? Besides, I?m an educator not a motivator.

That?s why I asked my wife Kalai to help me with this component of the system.? Her background is in Psychology (BA University of Chicago, MA New York University) and she has coached at the NCAA level.? She is more sympathetic to people?s struggles, and is interested in translating Sports Psychology principles into the fitness and fat loss realms, in order to help people maximize their potential.

We go over several principles in the book, but I would say the most critical one is going beyond superficial or societal motivation, and digging deeper to find what truly and personally can motivate an individual.? It is different for everyone.

Maybe it means showing a busy professional how better food distribution patterns can improve cognitive abilities and work performance, thus giving them an edge on the competition.? Maybe parents need to be made aware of how their own food choices can provide a good (or bad) example for their children.? With modern Y2K habits, many kids are sick and overweight before they even have a choice.

For some it is just a cosmetic goal like getting a 6-pack (especially for mirror gazers like me, and maybe Mike Clausen).? But for most people, that alone is not enough to get them to the finish line.? Look inside yourself, and you?ll find a real reason to keep pushing forward where maybe you have given up in the past.

5. What quote inspires you to live to a fulfilled, happy, healthy life?

?Marry a Hawaiian girl who is as cool and smart as she is hot.?? What can I say man?? I got lucky?

Honestly, I think one of the keys to happiness in life is staying authentic. You just gotta be who you are, say what you believe without worrying too much about the consequences, and make the choices that are right for YOU, not anyone else.? If you are just trying to project an image, and care too much about what others think of you, than you?re life isn?t going to be much fun.

Oh, you meant a quote from someone significant, not incoherent ramblings?? I?d go with my main man Bruce Lee:

?Even though I may die some day without fulfilling all of my ambitions, I will have no regrets.? I did what I wanted to do and what I?ve done, I?ve done with sincerity and to the best of my ability.? You can?t expect much more from life?In other words, simply let your career and daily activities be harmonious expressions of who you truly are.?

I?m a laid-back beach dude with the maturity level of a teenager, likes to joke around a lot, is passionate about health AND physique enhancement, and enjoys sharing that passion with whoever wants to listen.? I hope that comes across in the book, and in everything else I do.

State Senate OKs gambling expansion measure | DFM News ...

Legislation expanding the scope of gambling in Delaware is on its way to Governor Jack Markell?s (D) desk. The state Senate passed House Bill 333 Wednesday, paving the way for the state to begin offering online gambling. The bill, backed by the Markell administration, will also introduce Keno and parlay betting on professional football games to sites beyond the three racetrack casinos (racinos) where they are currently allowed.

The Delaware Gaming Competitiveness Act of 2012 allows online versions of slots and table games to be played within the state?s border, as well as online sale of Delaware Lottery tickets. It also authorizes up to 100 new sites to offer Keno and 20 to 30 new outlets for parlay betting on NFL games

The Senate passed the bill 14-6 with one member not voting. The vote was delayed by a day when uncertainly arose Tuesday regarding whether the bill had the votes needed to pass. There was some confusion surrounding the vote, which required 13 in favor to pass. Sen. Robert Venables (D-Laurel) was among the ?yes? votes Wednesday, but said afterward that he had intended to vote ?no. ? He is considering asking to recall the vote.

The House passed the bill earlier this month 29-8, with four representatives not voting.

?I?m grateful to the members of the General Assembly for doing what they?ve done to help protect the jobs of an important industry,? said Gov. Markell. ?We?re talking about a couple thousand jobs in this industry and that?s what this is about.?

Debate in the state Senate weighed the desire to help Delaware?s current racinos stave off increasing competition that could force them to cut jobs against the issues that expanding gambling online could create with compulsive gamblers and minors.

?I think this is going to be a hard vote for a lot of people,? said Senate President Pro Tem Anthony DeLuca (D-Varlano), who was among the bill?s sponsors.

Senator David Lawson (R-Marydel) and Senator Colin Bonini (R-Dover South) offered an amendment that would have provided financial relief to Delaware?s racinos without expanding gaming. The amendment would have given Delaware?s racinos a greater share of revenue from the games currently offered, without adding new gaming venues or options.

?We don?t need in-home gambling in this state. We have enough vices out there now,? said Sen. Lawson, arguing the bill could make gambling accessible to minors, and create more gambling addiction.? Lawson says the amendment would have allowed the legislature to protect casino jobs while not expanding gambling.

The amendment was defeated 14-6 with one Senator not voting.

Senator Bruce Ennis (D-Smyrna) was prepared to offer another amendment to address the share of gambling revenue provided to purses for Delaware?s horsemen, but he decided to strike the amendment after an agreement was reached between the horsemen and the governor?s office to examine the horsemen?s share next year.

?The administration has agreed to sit down with us and work something out,? said Delaware Standardbred Owners Association Executive Director Sal DiMario. ?We?ve got some parameters and we?re comfortable with those.?

HB 333 drew support from the state?s three existing racinos, Delaware Park, Dover Downs and Harrington Raceway. The racinos had previously opposed efforts to expand gambling options in the state, but supported this measure because it will lower the amount of fees they pay the state to operate slots and table games by up to $7.75 million. The restructuring of the fees is contingent on the racinos reinvesting the money they save in marketing, capital improvements and debt reduction, and this spending must be above what they already spend.

Dover Downs president and CEO Ed Sutor said passage of the measure couldn?t come at a better time for his facility, which he said is already seeing reduced slots revenue since the Maryland Live! casino at the Arundel Mills mall opened earlier this month.

?We?re happy,? said Sutor. ?The industry [in Delaware] is in distress from all the additional competition. This will go a long way to help us be more competitive.?

Sutor said the additional money available to Dover Downs will allow them to pursue projects they have had to leave on the shelf in recent years, including an Asian-themed restaurant.

Sen. Bonini wound up voting ?yes? for the bill despite co-sponsoring the failed amendment that would have essentially gutted the measure. He called the vote one of the toughest votes he?s had to make in his legislative career.

?I?m not happy about it,? said Bonini. ?I thought the amendment Sen. Lawson and I brought was the better solution, but that amendment failed and I just couldn?t vote to lay people off.?

Delaware?s Secretary of Finance Tom Cook expects the additional venues for parlay betting on NFL games to be ready in time for the start of the 2012 football season. Cook believes online games and new keno venues will be up and running early in 2013.


Senate approves FY 2013 operating budget

The Fiscal Year 2013 operating budget cleared its first legislative hurdle Wednesday. The state Senate passed the budget bill 17-4.

There was little debate over the $3.58 billion FY13 budget, which is 2.2 percent or $78.2 million larger than the state?s FY12 budget.

The state of Delaware?s budget bill now heads to the state House of Representatives. The bill must be approved by and signed by the governor by the end of the legislative session on Saturday.

The measure aims to keep consumers who use the small, short-term loans ? meant to be a bridge to their next paycheck ? from getting caught in what critics of the loans call a ?cycle of debt.? The loans often come with high interest rates and are frequently rolled over, accumulating additional fees.

During his tenure as state treasurer, Markell said he saw the kind of problems payday loans can create.

?I did meet a number of people [as state treasurer] who absolutely got buried by some of the incredibly high interest loans and it was just really difficult for them to dig themselves out from a really challenging situation,? said Markell.

The new law limits borrowers to no more than five loans of $1,000 or less in a 12-month period. It also creates a database to track the number of payday loans a person has, allowing lenders to determine if a potential borrower already has an outstanding payday loan. The law also calls for the state Banking Commissioner to use the data gathered to produce a report on payday loans in Delaware to help determine if additional regulation is necessary.

The bill?s sponsor, State Rep. Helene Keeley (D-Wilmington South) said the new law ?will without a doubt be the most important piece of legislation that I have brought forward.?

?For some reason, this bill just hits me in the core of my heart because when somebody is taken advantage of [someone] unbeknownst to them ? unbeknownst to folks who may have a 3rd grade reading level and don?t understand what they are signing, who just need to pay the electric bill ? I just couldn?t sit by anymore,? said Keeley.

Currently, 13 states prohibit payday loans altogether. Twenty-one states prohibit payday loan rollovers. Thirteen states have databases to track payday loans.

R. Kelly Planned Best Of Both Worlds Collabo With Tupac Before Jay-Z

In his upcoming 'Soulacoaster' autobiography, R&B great remembers planning to record with 'Pac and making the Notorious B.I.G. cry.

R. Kelly and Jay-Z changed the landscape of hip-hop and R&B when they dropped their 2002 tag-team album Best of Both Worlds, but according to the Pied Piper, it was the late Tupac Shakur who originally sparked that genre-melding idea.

On Tuesday Rolling Stone ran an excerpt from Kellz's upcoming autobiography, "Soulacoaster: The Diary of Me," and in the chapter titled "Yo Pac! Yo Biggie!" the singer expresses his admiration for the two slain rap greats.

Kelly recalls a 1996 meeting with 'Pac in front of a hotel frequented by rappers and other music industry types. He says they planned to release a collaborative album at that meeting, but the idea came to a tragic end after Shakur was murdered later that year.

"Come September, and it looked like my schedule was opening up just before the holidays. I set up a meeting with Pac for us to plot our strategy, get firm dates and make the musical bomb that we both know would explode all around the world," Kelly wrote. "But another bomb exploded that no one saw coming."

Though he never got the chance to work with Shakur, Kelly and the Notorious B.I.G. did log in a few recording sessions. In 1995 Biggie made a cameo on the singer's "(You to Be) Be Happy," and they hooked up again shortly before B.I.G. was murdered, on 1997's "F--- You Tonight."

R. Kelly described Biggie as a kindred spirit of sorts who appreciated R&B music in ways that most rappers did not. After a night of partying, Kelly remembers playing a piano in a Detroit hotel lobby, writing the chords to what would soon become his Grammy Award-winning single "I Believe I Can Fly." According to the singer, Biggie rolled into the lobby and Kelly played a bare version of the song for his rapper friend, who immediately began to sing praises.

"I'm gonna tell you right now, B, that's a smash. That's a big hit right there. That's a Grammy winner, Rob," Kelly recalled a tearful B.I.G. saying. "They gonna be playing that when you and I have moved on to the other side of time."

"Soulacoaster: The Diary of Me" is due out on June 28.

WASHINGTON -- The National Institute on Minority Health and Health Disparities, a part of the National Institutes of Health (NIH), has awarded a $6.1 million grant over the next five years to Georgetown University Medical Center to establish the Center of Excellence for Health Disparities in Our Nation's Capital (CEHD). The vision of the Center of Excellence is to eliminate or dramatically reduce health disparities with a particular focus on minority populations in Washington, D.C.

Part of Georgetown University Medical Center (GUMC), the CEHD anchors a broader Georgetown University initiative that seeks to reduce and eventually eliminate health disparities by convening and leveraging the breadth of academic disciplines from across its campuses. Powered by this unified effort and Georgetown's commitment to social justice, the CEHD will expand and strengthen collaborations with other academic, government, nonprofit, faith-based and community partners to have maximum impact on disparities.

"The Center of Excellence requires a fully dedicated and engaged University community to achieve meaningful gains toward reducing health disparities," says Howard J. Federoff, M.D., Ph.D., executive vice president for health sciences and executive dean of the School of Medicine at GUMC. "One of the first goals is to build new, and strengthen existing, relationships between the scientific and lay communities so that we can expedite evidence-based ways of impacting health disparities -- particularly those affecting African Americans in the District."

The African American population is the largest minority population within the District of Columbia and is disproportionately affected by chronic diseases. As such, the CEHD will conduct critical health disparities research in breast cancer and stroke. Washington, D.C., has the highest rate of breast cancer deaths in the country, and stroke is the 4th leading cause of death.

"We know we can make immediate inroads toward reducing health disparities in breast cancer and stroke because of our previous work in these areas," explains Lucile Adams-Campbell, Ph.D. associate dean for community health and outreach for GUMC, and co-principal investigator of the grant. "We have bridges in place, we have research-based, culturally appropriate evidence to guide our efforts and now we have NIH funding to help expand our delivery capabilities."

Adams-Campbell is also associate director for Minority Health and Health Disparities Research at Georgetown Lombardi Comprehensive Cancer Center, a part of GUMC.

Other co-investigators on the grant include Chelsea Kidwell, M.D., director of the Stroke Center at GUMC and Phyllis Magrab, Ph.D., director of the Georgetown University Center for Child and Human Development. Adams-Campbell, Kidwell and Magrab are pioneers in the medical field all with extensive experience in research and practice with the underserved. The grant also includes support for collaboration with Howard University, which has an historic commitment to minority populations. Georgetown and Howard have an existing partnership -- the Georgetown-Howard Universities Center for Clinical and Translational Science, which was established in 2010 through a Clinical and Translational Science Award from the National Institutes of Health.

"The mission of the Center of Excellence is to capitalize on current and future knowledge gained from ongoing research and translate it to actionable practice in the community practice that truly makes a difference," says Magrab. "But our work cannot and will not end there. We need to influence policies at the local and national level that best serve the underserved."

"We hear a lot about barriers to better care, and one of those barriers is a lack of communication between the medical community and the real world," explains Kidwell. "For example, we know African Americans are at a higher risk of having strokes and have worse outcomes. While the reasons for both issues vary, we know how to reduce the risk and we have some understanding about how to ensure better outcomes. Our challenge is take this information across the bridge and into the community where it can have a major impact."

Adams-Campbell will lead the research effort involving breast cancer. She says understanding breast cancer risk in African Americans is becoming increasingly challenging with the existence of co-morbidities such as diabetes, obesity, and hypertension.

"With breast cancer, we know that a woman's weight gain in her postmenopausal years is like adding fuel to the fire," Adams-Campbell says. "Now that we know that, we need to act on that information."

Adams-Campbell's recently opened community-based office is positioned to address this challenge with on-site nutritionists, exercise physiologists and exercise physiology and "exergaming" labs. All are available in the Southeast Washington, DC location to directly engage minority and underserved populations.

An additional goal of the CEHD is to promote careers in minority health research by creating educational and training programs. Training and education will include targeted mentorship to postdoctoral and junior faculty colleagues to help them advance their research interests. A significant focus will also include embedding cultural and linguistic competence in its program goals.
