NEW YORK (AP) ? U.S. futures moved sharply higher Friday less than an hour before Chairman Ben Bernanke was to address a Federal Reserve conference in Jackson Hole. Many investors are already pricing in expectations that the Fed will take no major action to reinvigorate the economy, at least no action just yet.
While all major indexes will likely end lower for the week marked by very light trading, it appeared that some investors had not completely written off some form of support from the Fed, even if the chances are slim.
Dow Jones industrial futures rose 114 points to 13,096. The broader S&P futures tacked on 12.4 points to 1,409.50 and Nasdaq futures gained 27.25 points to 2,781.
Many investors have remained on the sidelines all week ahead of the Fed meeting and they'll be looking for any glimpse of even potential action from fiscal policy makers.
Short of another round of bond buying, that could include potentially extending its forecast for lowered interest rates, perhaps until at least 2015.
Interest rates have been held at record lows since December 2008, but the Fed has begun to supply expiration dates, the first time through the middle of next year, and then, in January, through at least late 2014.
Many believe that the Fed will not pull the trigger on new measures now, instead holding its firepower in reserve in the event that the European economy deteriorates further.
The unemployment rate across the 17 countries that use the euro remained at a record high of 11.3 percent in July, official figures showed Friday.
The European Union's statistical agency, Eurostat, said 88,000 more people were without a job in July ? for a total of 18 million.
With an unemployment rate up 1.2 points from last year, the European Union has not faced such severe joblessness in the 12 years since the monetary union was formed.
Two countries at the center of the European crisis, Spain and Greece, saw joblessness rise again. In both countries, more than half of all young people have no jobs and few prospects for one.
In the U.S. Friday, the Commerce Department reports on monthly factory orders at 10 a.m. Eastern and economists expect a 2 percent gain for July.
But there are signs that the manufacturing sector, which had seen steady gains, may be faltering.
Demand for durable goods excluding the volatile transportation sector was down in July and has fallen for four of the past five months.
Part of that decline is tied directly to the crisis in Europe.

An 8-year-old boy in England could be up to $63,000 richer, thanks to a piece of solidified whale vomit he picked up on the beach. The chunk may look like a yellow-brownish rock, but it's actually a primo piece of ambergris, an expensive perfume ingredient that is, um, spewed out by whales.
Charlie Naysmith stumbled upon the loaf-sized lump at Hengistbury Head, on the southern coast of England, the Bournemouth Echo reported over the weekend.
As far as Charlie was concerned, it was just a seaside curiosity.?But after doing some research, he and his family determined that the curious lump could be worth somewhere between??10,000 and ?40,000 ($15,850 to $63,350).
"We have discovered it is quite rare and are waiting for some more information from marine biology experts," the boy's father, Alex, told the Echo.
Charlie is reportedly thinking about using the money to build a house for animals. But first, he and his parents might want to get that expert opinion. It turns out that the ambergris trade can get pretty sticky.
'Floating Gold'
Ambergris is a waxy, bile-like substance that builds up in the intestines of sperm whales, apparently to ease the passage of hard material such as squid beaks through a whale's digestive tract. It's often characterized as whale vomit, and although that's fine as a family-friendly description, the stuff is more widely thought to come out of the whale's back end rather than its front end.
Fresh ambergris smells like fresh whale poop, but after a long period of seasoning and hardening in the ocean, it takes on a more delicate odor. It's been variously compared to the aroma of tobacco, the scent of an old wooden church, the fragrance of seaweed, or the smell of rubbing alcohol without the pungency.
"The problem with trying to describe the smell of ambergris is that it really only smells like ambergris," Christopher Kemp, a biologist and neuroscientist who's written a book about the substance, told Bloomberg Businessweek's Eric Spitznagel.
The title of Kemp's book? "Floating Gold."
The scent of ambergris is what makes it so valuable. The substance has been used as an incense, fragrance, flavoring, remedy or aphrodisiac in many cultures, going back to ancient Egypt and China. Herman Melville devoted a whole chapter of "Moby Dick" (Chapter 92) to a discussion of ambergris and how highly prized it was in 19th-century society. "Who would think, then, that such fine ladies and gentlemen should regale themselves with an essence found in the inglorious bowels of a sick whale!" Melville wrote.
More recently, ambergris?? or ambrein, a compound extracted from ambergris?? has been used as a fixative or fragrance amplifier rather than the main ingredient in perfumes. Ambergris' selling price has been quoted at $10 to $50 per gram, depending on the quality of the specimen. (The Echo estimates that the lump found at Hengistbury Head weighs about 600 grams, which suggests that Charlie shouldn't count on building a $63,000 house for his animals.)
Underground trade
The bad news is that the trade in ambergris isn't what it used to be, in large part due to the endangered status of sperm whales. By some accounts, it's illegal to sell the stuff in many jurisdictions, including the United States. There are some traders who dispute that interpretation of anti-whaling laws, but the stigma has driven perfume companies to look for plant-based substitutes such as labdanum,?or synthetic scents such as?Ambrox. (University of British Columbia researchers reported earlier this year that a balsam-fir gene may provide a path to cheaper ambergris-like compounds.)
Maybe it's the whiff of illegality, or maybe it's just that the stuff is so expensive ? but for whatever reason, there's a clandestine character to the modern-day ambergris market. One of the subjects Kemp interviewed for his book is a full-time dealer on New Zealand's North Island, named Adrienne Beuse. Last year, she was involved in a huge ambergris deal that probably saw hundreds of thousands of dollars change hands. "It was a lot of money ? that's all I can say," one of the sellers said.
The way Beuse tells it, New Zealand's choicest hunting grounds for ambergris are ruled by a gang of aggressive collectors and traders ? a gang that doesn't shy away from violence to defend their turf.?"They're called the Beach Mafia up here," Kemp quotes Beuse as saying. "They claim a proprietary interest in the beach. They are defending, I guess in their minds, their territory. And it's worth a lot of money. If a piece worth $50,000 washes up, they don't want anyone else to find it."
It sounds as if Charlie is lucky to live in southern England rather than northern New Zealand. But he better watch his back.

Men who have been treated for prostate cancer, either with surgery or radiation, could benefit from taking aspirin regularly, says a new study that includes a researcher at UT Southwestern Medical Center.
Taking aspirin is associated with a lower risk of death from prostate cancer, especially in men with high risk disease, according to a multicenter study published in today's issue of the Journal of Clinical Oncology. Dr. Kevin Choe, assistant professor of radiation oncology at UT Southwestern, is first author of the paper.
Preclinical studies have shown that aspirin and other anticoagulation medications may inhibit cancer growth and metastasis, but clinical data have been limited previously. The study looked at almost 6,000 men in the Cancer of the Prostate Strategic Urologic Research Endeavor (CaPSURE) database who had prostate cancer treated with surgery or radiotherapy.
About 2,200 of the men involved ? 37 percent ? were receiving anticoagulants (warfarin, clopidogrel, enoxaparin, and/or aspirin). The risk of death from prostate cancer was compared between those taking anticoagulants and those who were not.
The findings demonstrated that 10-year mortality from prostate cancer was significantly lower in the group taking anticoagulants, compared to the non-anticoagulant group ? 3 percent versus 8 percent, respectively. The risks of cancer recurrence and bone metastasis also were significantly lower. Further analysis suggested that this benefit was primarily derived from taking aspirin, as opposed to other types of anticoagulants.
The suggestion that aspirin, a frequently prescribed and relatively well-tolerated medication, may improve outcomes in prostate cancer is of particular interest, Dr. Choe said, since prostate cancer is the most common non-skin cancer among men and the second-leading cancer killer in the U.S.
"The results from this study suggest that aspirin prevents the growth of tumor cells in prostate cancer, especially in high-risk prostate cancer, for which we do not have a very good treatment currently," Dr. Choe said. "But we need to better understand the optimal use of aspirin before routinely recommending it to all prostate cancer patients."

ScienceDaily (Aug. 28, 2012) ? This year scientists working on NASA's Operation IceBridge, a multi-year airborne science mission to study changing ice conditions at both poles, debuted a new data product with the potential to improve Arctic sea ice forecasts.
Using new data processing techniques, IceBridge scientists were able to release an experimental quick look product before the end of the 2012 Arctic campaign. The main challenge faced when producing data for seasonal forecasts is the time needed to crunch the numbers, something that has in the past taken IceBridge scientists more than six months to do after the data was collected in the spring. This is too late to use for Arctic sea ice forecasts of the annual seasonal minimum, which takes place in September.
The new product could potentially be used in seasonal sea ice forecasts in the future. "The community is excited about it," said IceBridge science team co-lead Jackie Richter-Menge of the U.S. Army Corps of Engineers Cold Regions Research Laboratory, Hanover, N.H. "We're hoping to build on this season's momentum and interest."
Scientists have been keeping an eye on Arctic sea ice in recent years because it is changing and they want to understand what those changes might mean. Arctic sea ice grows and recedes in a seasonal pattern, with a maximum coverage in March and a minimum in September. These high and low points vary from year to year, but there is a clear trend toward smaller minimums that mean more open water in the Arctic each summer and fall. This decrease in ice is already affecting ocean and terrestrial life in the Arctic, accelerating warming in the region and leading to economic and social changes.
"Sea ice is a sensitive indicator of a changing climate," said NASA researcher Nathan Kurtz at NASA's Goddard Space Flight Center, Greenbelt, Md. It can also act as a feedback to warming in the Arctic. Because ice is much lighter in color than ocean water it has a higher albedo, meaning it reflects more sunlight than water. "A loss of sea ice can cause the Earth as a whole to warm," Kurtz said. The loss of sea ice has also been linked to shifts in weather patterns and distribution of nutrients in the ocean.
Getting the Whole Picture
Sea ice modulates a complex interaction between two systems -- the ocean and the atmosphere -- and is affected by a number of factors. Surface temperature is the one that most readily comes to mind. Warming air and ocean temperatures melt the ice over time. But ice thickness and the amount of snow that accumulates on it are important in controlling the amount of growth and melt. As anyone who has been to a summer barbecue knows, larger masses of ice melt slower than smaller ones. Thicker sea ice will stay around longer than thin ice.
The largest portion of sea ice is hidden under the water's surface, which makes measuring its thickness trickier than getting its extent. To find thickness, researchers rely on a variety of advanced instruments and a law of physics that goes back to ancient Greece -- the Archimedes Principle. "If you know how much ice is above the water and know its density, you can calculate the thickness," said Kurtz. "On average 80 to 90 percent of the ice is below the surface." With this knowledge, it's possible to take the ice freeboard, the amount above the water's surface, and calculate its thickness. IceBridge's Airborne Topographic Mapper, or ATM, instrument uses a laser to measure how high the ice surface is above sea level. But snow accumulation means that what ATM measures is not just ice. To address this complication, IceBridge uses one of its radar instruments to measure snow thickness, and then with simple subtraction, researchers can figure out the true ice freeboard.

"For instance, snow needs to be a certain depth for the survival of seal pups," said Richter-Menge.
Putting It All Together
Creating a new data product calls for new processing methods and a good understanding of how data are collected. To facilitate this, Kurtz traveled to Greenland during the 2012 Arctic campaign. For about two weeks in March, Kurtz participated in survey flights on the NASA P-3B aircraft to see how instrument operators gathered sea ice data. "I asked a lot of questions," Kurtz said. "And I got a good impression for a short stay." Although it is tempting to use this data in this year's seasonal forecasts, both Kurtz and Richter-Menge caution that while they are optimistic about the new product, it still needs testing. After the upcoming sea ice minimum, researchers can compare the quick look and traditional products and test models using the quick look data against observations. "As the season goes on, we'll see how useful the quick look product is," Richter-Menge said.
Next year's Arctic campaign will see further refinement of the methods used to create the quick look product. "The key is knowing how to deal with the data," Kurtz said. He plans to return to Greenland in 2013 to work on ways to speed up processing. "I learned a lot this year," Kurtz said. "It should be easier now that I've done it once."

LOS ANGELES (AP) ? Lindsay Lohan will not be prosecuted for a burglary at a home where she had been a houseguest, prosecutors determined Tuesday.
The decision came after Los Angeles police detectives presented a potential felony burglary case against the actress and two men who were reportedly at the Hollywood Hills home of a longtime acquaintance after several items went missing earlier this month.
Prosecutors cited lack of evidence to prove Lohan was involved in the thefts at the home. The items taken were described as keys, cash, sunglasses and a credit card holder. The homeowner, businessman Sam Magid, is an acquaintance of Lohan and later told authorities that he did not want to pursue a case.
"Lindsay is glad this matter has been cleared up so she can focus on her upcoming projects," her spokesman Steve Honig said in a statement Tuesday afternoon.
One of the men police interviewed was Lohan's assistant, who told authorities that he, the actress and another man went into the home early Aug. 18. Some items were taken, but the assistant refused to say who stole them, according to a memo rejecting the charges.
"We do not have sufficient evidence to prove this case beyond a reasonable doubt," the prosecution memo states. The document also noted that none of the missing items were found in the possession of Lohan or the two men who were believed to be at the house on the day of the burglary.
Los Angeles police say their investigation into the thefts will continue.
Lohan remains on probation for a 2011 case in which she pleaded no contest to taking a $2,500 necklace without permission. After completing a strict counseling and morgue cleanup duty program implemented by a judge, Lohan no longer has to report to a judge, but she faces jail time if she is charged with another crime.
In recent months she has resumed acting, portraying Elizabeth Taylor in a Lifetime movie about the actress' love affair with Richard Burton.
She also recently filmed "The Canyons," a film by "Less Than Zero" author Bret Easton Ellis. That film has Lohan playing opposite James Deen, who is best known as an adult film star with thousands of movies to his credit.
Police in Santa Monica, Calif., continue to investigate a crash involving Lohan and her assistant on the Pacific Coast Highway earlier this year. Lohan was on her way to the set of the Lifetime film "Liz and Dick" when she slammed into the back of a dump truck and had to be briefly hospitalized.

Once in a blue moon, a huge Internet service provider or energy company wades into the home security market. Comcast's Xfinity brand is the latest contender in Arkansas, but will it last?
Other large companies have attempted to enter the home security market, but eventually backed out.
"Companies like Comcast, Entergy and First Electric come and go in the alarm market," said Wayne Brownfield, owner of Good Guys Security LLC of Perryville. "They get involved; then a couple of years down the road, they get out."
Brownfield has been in the security industry for decades, working for larger companies before he began Good Guys in 2006. He recalled Entergy buying one of his former employers, then selling it off to ADT after three years.
"There must be a reason why some companies think it's a good deal, then realize it's not and bail out," he said.
Often, ISP companies offer a security package because home users find their broadband or DSL service interferes with the existing security system.
"If you're with AT&T and you get DSL, you've got to have a filter on your alarm panel, or two things happen," Brownfield said. "It'll interfere with and slow down your security service, and you're not going to get your high-speed Internet service."
So rather than letting customers defer to another company to put on an alarm filter, some ISPs monetize the solution.
In Comcast's case, the Xfinity Home system works with the customer's Internet connection. Security systems are historically tied to traditional landline telephones, but customers are gradually shifting to cell phone monitoring. Brownfield said his business was about 60-40 in favor of landlines.
As far as technology goes, Xfinity provides a touchpad control mechanism and sensors for doors and windows, as well as automatic controls that can tie to smartphones. The product is being marketed as a "smart home" system more than a simple security setup.
"It's really that home automation piece that's really cutting edge," said Sean Downey, senior manager for marketing for Comcast's "heartland region." "It allows folks who are on the go to do a lot of things remotely. It not only includes professional monitoring and home security features, but it provides the technology for home controls through a touch screen."

NEW ORLEANS (AP) ? With Isaac bearing down on New Orleans, the city finds itself at a delicate moment in its rebuilding since Hurricane Katrina struck seven years ago.
Private and government investment is fueling the push to overhaul some of the city's troubled but culturally rich neighborhoods near the French Quarter, where poor families are being replaced as wealthier ones move in. Few would argue that the city's in a boom ? and even gentrifying. But some question whether it will wither the roots that grew the city's distinctive identity.
"New Orleans is becoming a boutique city like San Francisco," said Gary Clark, a politics professor at Dillard University. "You may see black middle class moving in, but with gentrification there's overwhelmingly white individuals of means who become the new urban pioneers."
The number of whites, although smaller than before Katrina, has grown as an overall percentage from 28 percent to 33 percent of the city's population. The city has its first white mayor since the 1970s, while the City Council now has a majority of white members.
On the flip side, blacks say there's danger that their community will be diminished in a city that owes deep cultural and economic debts to its Afro-Caribbean roots. Since the storm the African-American community has shrunk by about 118,500 people, dropping from about 68 percent of the population to about 60 percent.
"(Blacks) don't see themselves as being a part of the recovery economy and getting real opportunity," said Nolan V. Rollins, the Urban League of Greater New Orleans president.
It's not clear what effect Isaac could have on the city. Early Tuesday morning, Isaac was still a tropical storm packing top sustained winds of 70 mph in the open Gulf. Forecasters said they expected it would become a hurricane over the warm Gulf Waters and come ashore near New Orleans by early Wednesday, the seventh anniversary of Katrina's devastating strike on the city.
This winter the U.S. Department of Housing and Urban Development plans to demolish the last of the New Deal-era public housing still standing in New Orleans ? the 850-unit Iberville complex. It was erected over the slums of what was for a time the nation's only legal red-light district, Storyville.
The demolition is part of a $31 million HUD "choice neighborhoods" project, a concept pushed by the Obama administration across the nation. HUD hopes that by starting the process of gentrification, private investment will follow and the communities will become desirable places for all races and classes to live in.
Linda Couch, a public housing expert at the National Low-Income Housing Coalition, said the new approach "has the elements of success."
Meanwhile, another $4 billion in private and government investment has been pouring into the historic neighborhoods of Iberville and Treme, the hearth of the city's African-American culture.
The 1.4 square miles where much of the redevelopment is occurring has long been known for gumbo, jazz, voodoo and civil rights pioneers. Immigrants from around the world lived side by side with blacks in Treme and Iberville, where Louis Armstrong once walked the streets and delivered coal as a boy.
But the entire area fell on hard times after the 1960s, as whites moved to the suburbs and bad urban planning took its toll. By the time Katrina hit, it was struggling and looked like an urban desert of blight, drugs and abandonment in many areas.
The plan for redeveloping the area could include the removal of a noisy concrete interstate expressway that runs through Treme with the hope of restoring what was one of the city's main streets for black commerce. Work is already underway to turn an unused rail corridor into a miles-long walking and bike path called the Lafitte Greenway, turning old schools into new charters and opening "fresh-food" supermarkets.
Taking down the Iberville housing complex is crucial, planners say, to connect Treme with the downtown's theater and business district on Canal Street.
"I think we can retain the soul of New Orleans and in fact enhance it by going through this process," said David Gilmore, a HUD housing expert leading the planning effort.
Many residents see a chance to save neighborhoods that have fallen prey to drugs, poverty and blight.
"We're happy if someone moves down the street into a blighted property," said Jennifer Jones, the self-styled "queen of the second-line" and member of a Treme family of musicians. "No one's angry about whites moving in. When we grew up, there was a lot of mixing going on," Jones said.
But others are apprehensive.
"Maybe they've got their reason," said Lionel Glenn, a 69-year-old retired laborer who ended up at Iberville after another project he was in was torn down after Katrina. "I'd like to stay, but I've got to move."
A recent article in a black community newspaper, The New Orleans Tribune, blared: "They're here" in referring to whites looking to buy up inner-city property. The headline read: "Gentrification: The New Segregation."
Unlike the other redevelopments after Katrina, HUD promises to find housing for all the 440 families at Iberville within about 1 mile of the project.
After Katrina, most of the city's projects were torn down quickly and families were dispersed across the nation. Advocates charged that policy forced poor families out of New Orleans. Public housing units were cut in half at those complexes.
"What has happened is exactly what many people predicted would happen," said Lance Hill, who runs the Southern Institute for Education and Research, a race relations center at Tulane University. "Blacks have ended up in apartments ringing the city."
Mayor Mitch Landrieu says there is no reason to fear the redevelopment.
"We're building it back better than it ever was before and the way it always should have been."
In Treme, there are about 200 more white households than before Katrina, Census data shows. Newcomers and old-timers have clashed, even at times over the noise from the impromptu second-lines, the cherished musical parades, which routinely break out. Also, longtime residents worry about the closing of neighborhood bars.
"They are looking for a French Quarter look-a-alike but with a bedroom community feel," said Al Jackson, a Treme resident and historian.
One newcomer is David Williams, a 49-year-old school administrator. He bought an historic home that for now he rents out. The last batch he rented to was a group of young people with Americorps.
Once their son leaves home, he and his wife have talked about moving into the city and living in the house they've bought.
"In 10 years (this neighborhood) is going to look like Treme does a block away from the French Quarter," he said.
