BERLIN (AFP) ? European Union states who fail to respect the agreed rules on their deficit should have their EU subsidies frozen, Germany's finance minister said in an interview to be published Sunday.

"We could quickly block the instalments of European funds" to countries whose deficit exceeded the permitted amount, Wolfgang Schaeuble told the Frankfurter Allgemeine Sonntagszeitung newspaper.

The European Union's 1997 Stability and Growth Pact requires the bloc's members to maintain fiscal discipline, notably by holding annual public deficits to under 3.0 percent of output and to work toward securing surpluses in times of robust growth.

Eurozone countries are struggling with a debt crisis caused in part by some member states' failure to respect the limits set by the pact.

Schaeuble argued that the EU should not in future wait for the situation to get out of hand.

But at the same time he rejected the idea that Greece should have to leave the eurozone.

"The euro zone would suffer an irreparable loss of confidence if a single one of it members left the monetary union," he warned.

"I don't even want to try to imagine what that would do if the markets realised that they can expel a country from the eurozone," he added.

The European Union is currently looking to strengthen its methods of sanctioning states that do not demonstrate sufficient budgetary discipline.

Several eurozone countries have called for tougher sanctions in exchange for backing bail-out packages for Greece, Ireland and Portugal to help them avoid default.

The European Parliament has also considered fining countries that run high deficits.

Eurozone countries in March agreed on the broad outlines of a plan designed to control deficits, but member states tried to limit the scope of any automatic sanctions, hoping to maintain some political flexibility.

LONDON (AFP) ? Anders Behring Breivik bought chemicals and equipment from British traders as part of a global eBay shopping spree in the months before the Norway massacre, Britain's Sunday Telegraph reported.

The British traders expressed horror at the idea that their goods may have been used in the July 22 attacks in Oslo and the island of Utoeya, which killed 77 people and for which Behring Breivik has accepted responsibility.

Andrew Christou, a trader in Enfield, north London, reportedly sold Behring Breivik about 500 grammes of sulphur powder in November. Such sales are legal, but the Norwegian extremist was said to have used it to make explosives.

"My initial reaction when I heard on the news (about) what he had done was shock and horror, but when The Sunday Telegraph pointed out that I was unwittingly involved, by supplying one of the ingredients, my shock and horror was multiplied 10-fold," Christou said.

In December, Breivik also bought tools including a drill press vice from Tool Timez, based in Sheffield, northern England, which he used while making poison-tipped bullets, the newspaper said.

Breivik also bought a "Hazmat" protective suit in November from a British academic, Professor Bernie Harris, who lives in the US state of Illinois. Harris said he was "horrified" to learn of how it may have been used.

The Polish authorities said this week that Behring Breivik ordered legal chemicals from a Polish firm but said their contacts were "purely business-related".

The Sunday Telegraph said it had passed on the eBay details to Scotland Yard, but a spokesman for the police force refused to comment specifically, saying only that "we are liaising with the Norwegian authorities."

Floods wash N. Korean landmines into S. Korea (AFP)

SEOUL (AFP) ? North Korean landmine parts apparently churned up by torrential rains have washed up across the border in South Korea, prompting a search for more weapons, the defence ministry said Saturday.

The wooden shells of two North Korean landmines were found Thursday in a cistern near the Hantan River in Cheolwon County, just south of the inter-Korean border, it said.

"They were just empty wooden shells of landmines. They have no explosives and detonators inside. We assume they might have been washed away," a spokesman for the defence ministry told AFP.

Soldiers were searching areas near the Hantan and Namdaecheon rivers for other North Korean mines, the spokesman said.

Banners have been put up and leaflets handed out to warn holidaymakers in the area of the possibility of stray mines and ask them to report anything suspicious to authorities, he added.

North Korean mines have been carried across the border by floods and landslides in the past. Last year, dozens of wood-cased mines washed up in the South after heavy rains, killing one South Korean and injuring another.

A landslide triggered by this week's torrential rains also dislodged mines planted decades ago on Mount Umyeon in southern Seoul to protect a military installation.

Soldiers said they were still looking for about 10 mines there. Most of the 1,000 mines laid at the site were removed between 1999 and 2006, but a few remain unaccounted for.

Heavy rains have pounded the Korean peninsula over the past week, killing at least 59 people and leaving thousands homeless in the South alone.

South Korea's Yonhap news agency quoted an unidentified military source as saying floods had forced the North to downscale a rare intra-services military exercise involving its army, navy and air force in the tense Yellow Sea.

The North initially assembled about 20 navy vessels including landing craft off the western port of Nampo and deployed MiG-21 fighters to Onchon airbase in the same area.

"However, it hurriedly withdrew troops and equipment (from the southern part of North Korea) on Thursday and Friday, apparently in order to help with restoration work," the source said.

North Korea's official Korean Central News Agency said the downpours had caused "great damage to the people's economy".

According to a preliminary tally, in the North 35,700 hectares (88,223 acres) of rice paddies were inundated, while thousands of homes and hundreds of workplaces were destroyed, along with schools and public buildings, KCNA said.

The south and east were the worst-hit regions, where downpours of up to 500 millimetres fell from Tuesday to Thursday, it said.

The impoverished communist state is already suffering from serious food shortages.

The GOP leadership is busy this week trying to use spending cuts and other tools to entice tea party freshmen and fiscal conservatives in Congress to vote to raise the debt ceiling.

Palin told Fox News' Sean Hannity earlier this month that she opposes raising the $14.3 trillion debt ceiling and she does not believe it will be catastrophic if Congress fails to raise it. The U.S. Treasury says the government will run out of tools available to pay its debts Aug. 2 if the ceiling is not raised.

Palin in 2010 famously helped tea party candidates across the country--such as Sharron Angle in Nevada Senate, Rand Paul in Kentucky, and Christine O'Donnell in Delaware--run against GOP establishment figures. And she made clear Thursday she'll do it again in 2012.

Palin would never be where she is today if she had not challenged the GOP establishment. She launched her political career in 2006 by successfully defeating incumbent Alaska Gov. Frank Murkowski in the state's Republican primary.

You may say ?I am this way because of my genes, or my metabolism.? Well what influence do you have over your genes or metabolism? Very little or none. If you grant power over your health and fitness to external influences your outlook is bleak. You have no chance. The world is a scary place, and you are at its mercy.

On the other hand, if you say ?My genes and metabolism are just an influence on me, and I am ultimately responsible for my health and fitness? you claim back your power (didn?t you feel a little of that power as your read those words?). The world is a brighter place and you can for the most part, chose what you do, where you go, and what you achieve.

Those who have taken responsibility for their health and fitness are plain to see. They are the sports stars, and athletes that are idolised (don?t you have a favourite sport?s hero?), or those fit people that you know which everyone takes notice of and admires. Every one of these people has taken responsibility for their health and fitness.

Once you tell yourself that you are responsible for your health and fitness, and that you are able to work with influences such as genes, metabolism, or the lingering effects of past illnesses or injuries, you must take THE FIRST BIG STEP.

What is this first big step?

It is to start getting yourself a health and fitness education.

Most people?s health and fitness education stopped the moment they left school, or college. Your health education should be a life long study, rather than just a few years in formal education. Rather than your teachers being responsible for your education, you need to realise that you need to be responsible, and responsible on an on going basis for the rest of your life. It is only by acquiring this knowledge will you know how to act to ensure that you become healthy and fit and remain so for the rest of your life (like me learning about the effects of smoking on my sight).

And it is not difficult. Taken a little bit at a time over the rest of your life, it is easy, and becomes, enjoyable and second nature. Health knowledge is all around. In newspapers, magazines, on the television, books, and on the internet. And as soon as you tell yourself that you want to learn what you are reading, you will automatically take more in and remember it more. And the more times you read something, the more it sinks in. Make yourself the habit of reading every health and fitness article twice. You?ll be amazed at the results.

What about the maze and masses of often conflicting information out there? Well, I can tell you from experience that this is a little bit of a myth. You?ll be surprised at how quickly you?ll find that the maze is not as big as you expected it to be.

So decide today to become a Powerfully Positive Person, and empower yourself by taking responsibility for your health and fitness, and start getting your lifelong health and fitness education.

Utility executives big political donors in Japan (AP)

TOKYO ? Japanese utility company executives were by far the biggest individual donors to Japan's former ruling party during its last year in power, accounting for a whopping 72 percent of personal contributions, a news report said.

While the donations amounted to only a small fraction of the Liberal Democratic Party's operations fund, the revelation is likely to add to questions surrounding connections between power companies and politicians amid the nuclear disaster in northeastern Japan set off by the March 11 earthquake and tsunami.

Executives from nine utility companies contributed 47 million yen ($595,000) to the Liberal Democratic Party in 2009, Kyodo News agency reported. That's nearly three quarters of the nearly 65 million yen ($823,000) received in 2009 in total individual donations to the party.

Among the donors were executives with Tokyo Electric Power, which operates the radiation-spewing reactors at Fukushima Dai-ichi nuclear plant. The crisis is the world's worst nuclear disaster since Chernobyl.

Kyodo said late Friday it obtained the information by analyzing the political funding reports released by the Ministry of Internal Affairs and Communications.

Personal political donations are relatively rare in Japan, accounting for only about 5 percent of the LDP funding in 2009. The vast majority of the former ruling party's 2.8 billion yen ($36 million) main operations fund comes from corporate donations.

The utility executives' personal donations averaged out to about 300,000 yen ($3,800) each, well within the legal limit for individual contributions.

The individual contributions are still likely to draw scrutiny, however, especially since the power industry had stopped making corporate donations to the ruling party in 1974, according to Kyodo.

That industry decision was in response to growing criticism about the cozy relations between lawmakers and the power industry, Kyodo said.

The Liberal Democratic Party, or LDP, was voted out of power in 2009, relinquishing its grip on power that it had held in postwar Japan almost continuously.

Promoting nuclear power and assuring its safety despite recurring scandals and accidents were the pillars of its policies in orchestrating recovery and growth after World War II.

Kyodo confirmed no contribution from the executives in 2009 to the political fund management body of Japan's new ruling party, the Democratic Party of Japan.

NEW YORK (Reuters) ? What kind of legal problems could Rupert Murdoch's News Corp (NWSA.O) face in the United States from the UK phone-hacking scandal? Securities litigation? Likely. Anti-bribery prosecution? Possible. Anti-racketeering laws? That may be more of a stretch.

Over the past week, news transoms have swelled with reports that journalists from Murdoch's now-closed News of the World tabloid newspaper hacked into voicemails of celebrities, politicians and crime victims, and that they paid police officers for tips.

Because News Corp is listed on U.S. stock exchanges, prosecutors here could use anti-bribery laws to go after the company. Someone could sue in a securities case. Chances are remote, however, that the U.S. government could prosecute the company under anti-corruption laws.

The prevailing U.S. racketeering law, Racketeer Influenced and Corrupt Organizations Act (RICO), was written with corrupt organizations in mind. It lets prosecutors string together multiple crimes to form the basis of a case. A civil RICO lets private plaintiffs sue in a similar way.

RICO has evolved as a tool to pursue gangs, political activists and others accused of corruption. On occasion, the statute has been used in cases involving conduct abroad, such as the indictment of former Panamanian ruler and convicted drug trafficker Manuel Noriega.

Its scope is limited to U.S. activity where Americans are affected, as in the Noriega case, which means that prosecutors would have limited options for using RICO to pursue News Corp, said G. Robert Blakey, a University of Notre Dame law school professor who drafted the act, which became law in 1970.

"RICO does not have an extraterritorial impact... When you have a drug case overseas, you are selling drugs in the U.S.," said Blakey. "Murdoch's not selling his trashy papers here."

The Justice Department and a News Corp spokesman declined to comment.

Even a possible U.S. connection probably would not give prosecutors a RICO case. For example, Britain's Daily Mirror newspaper reported on Monday that News of the World journalists offered a bribe to a New York police officer for phone numbers of victims of the September 11 terrorist attacks. If New York prosecutors wanted to pursue those charges, they would likely indict for a bribery offense, said Blakey.

The one scenario where a RICO case might make sense would be on the civil side. Creative lawyers could try to craft a civil RICO action for a news organization that could claim it was injured by News of the World's activity, said Barry Pollack, an attorney at law firm Miller & Chevalier.

"The theory would be that News of the World gained an unfair competitive advantage, that it gained that advantage because they had access and it got that access because it violated the law and engaged in a pattern of racketeering," said Pollack.

"One would need to be very creative to get around the pitfalls, but if there is enough money at stake, somebody might be creative and roll the dice," he said.

Civil RICO cases are tempting for plaintiffs' lawyers looking to bring civil lawsuits because damages won at trial can be tripled under the RICO law.

But civil plaintiffs who claimed their phones were tapped may have a hard time showing they suffered a business injury in the hacking scandal, a necessary component to a civil RICO case, said John Coffee, a professor of securities law at Columbia University Law School.

"The invasion of privacy is a personal injury, and you can not get personal injury damages under RICO," Coffee said.

The alleged acts in the hacking scandal have not risen to the level of fraud that is required under RICO, said Douglas Abrams, a professor at the University of Missouri School of Law who has written a book on civil RICO cases.

"The general rule of thumb for a RICO action is: if you think you have one, you don't," Abrams said.

One pitfall includes a 2010 Supreme Court ruling that curtailed U.S. lawsuits over conduct occurring abroad. In the wake of that decision, trial courts have taken a dim view of using RICO for "extraterritorial conduct."

"It's very hard for me to see how you can sue Murdoch when our courts have said that our law stops at the water's edge," said Coffee.
